- individual storm windows and storm doors
- individual exterior surfaces, decorative trim, siding, doors, windows, name plates, exterior lighting, and gutters
- individual mechanical equipment, utility boxes, HVAC pads not owned by a public utility
- Payment of Associate dues
- Compliance with Master Deed, Charter, ByLaws, and Rules and Regulations
- Individual Unit insurance
All owners are automatically members of Blakewood Condominiums HOA. Only an owner can be a member of the HOA.
The HOA consists all owners of a condominium at Blakewood. The HOA Board of Directors acts on behalf of the Association to manage the affairs of the Association and Blakewood Condominiums. The Board of Directors consists of a five (5) person Board – President, Vice-President, Secretary, and two (2) board members. Yes. All owners must have a policy of insurance on the interior structure of their condo (studs in) commonly referred to as a HO6 policy. The governing documents of Blakewood require owners to provide annually proof of insurance to the HOA. Each year insurance is renewed, a copy of the declaration page must be filed with the Association Board of Directors.

Yes. The HOA is required to insure the exterior of all buildings and condos (from the studs out).
You must submit an Architectural Change Form (ACF) which must be supplied to any Board member for approval prior to any modifications to your yard (front and back), porch, addition of any structure, etc.
No. There are two (2) community wide sales per year in the spring and fall.

- ACH payments are electronic payments that are created when the unit owner gives HOA Accounting authorization to debit directly from the unit owner’s checking or saving account for the purpose of monthly HOA dues payment. The ACH form can be found here. This is a free service and you never have to worry about making your dues payment on time. The monthly dues are withdrawn from your checking or saving account on a specific date each month.
- Log into Client Access section of www.hoaaccountinginc.com and set up your account with your unique account number. You will be able to pay your HOA dues online via credit card on the portal. There is a slight charge for payment of your HOA dues using this method.

Yes. Owners or other residents may keep up to two (2) domestic animals; provided that no such animals are permitted to cause distress to any other owners or residents through barking, biting, aggressively approaching residents, scratching, or damaging of any property. In addition, each owner and/or resident shall promptly and properly clean-up any excreta expelled from a permitted pet(s), which activities are permitted only within certain Common Areas.
Pets are not allowed on any other owner’s/resident’s lawn for any reason!
No. Parking any vehicle of any owner, resident, or visitor on any street within Blakewood or in front of the mailboxes is prohibited. If you have extended guests, please contact any Board member for a parking pass to use guest parking.
Satellite dish is prohibited unless previously approved in writing by the Association Board of Directors or its authorized designee in its sole discretion. No satellites will be approved for roof placement.
Yes, your back yard. Erection of any fence or other structure upon the Property is prohibited unless previously approved in writing by the Association Board of Directors or its authorized designee in its sole discretion. Without limitation, some criteria to be considered regarding any fence sought for Board approval shall include its proposed height, material, gate width, proposed contractor/installer, any required governmental approvals, harmony of design within the Blakewood Development. The owner of the unit is responsible for contacting the appropriate governmental office to mark the underground utilities prior to any digging for fence installation. The owner of the unit is 100 percent responsible for any damage caused from digging for fence installation. The owner of the unit is also responsible for maintaining the interior grounds of the fenced in area. Fence Specifications for Blakewood can be found here.
No sign of any kind, including campaign signs, political signs, and business advertisement signs, shall be displayed for the public view on any portion of the common elements, including a unit owner’s yard. During election years one (1) non-illuminated campaign sign may be displayed in a unit owner’s flower bed or mulched area, not to exceed 24″ by 24″ total diameter. Such signs shall not be posted prior to thirty (30) days before an election to which it refers and shall be removed by the owner and/or renter of the condominium on which the sign is located within twenty four (24) hours after any election to which it refers. One (1) non-illuminated for sale sign or one (1) non-illuminated for rent sign may be placed in a front facing window on the inside of the unit owner’s condominium not to exceed 24″ x 24″ total diameter. The Board of Directors will be responsible for placing community yard sale signs for the two biannual community yard sales to be held in the spring and fall of each year.
Garbage pickup occurs on Thursday. Garbage cans shall be kept out of public view at all times except on Wednesday evenings when cans are allowed to be placed at end of driveway (on concrete & not in grass, if possible) for pickup and then returned out of public view on Thursday after pickup. Any garbage cans left out in public view after Thursday at midnight will be in violation of Rules and Regulations and a fine of $25.00 will be assessed to the owner’s account. Cans are to be placed out for pick up with the handle facing the road.
Yes. In accordance with Article X, Section B, of its ByLaws, the following fines shall be levied against the applicable Unit Owner(s) for violations of any Rule or Regulation of the Association or for any covenants or restrictions contained in the Master Deed or ByLaws.
PENALTY STRUCTURE:
First Violation: Written Warning from Board or its designee
Second Violation: $ 25.00 Fine
Third Violation: $ 50.00 Fine
Fourth Violation: $100.00 Fine
Fifth Violation: $150.00 Fine and continuing monthly until the offense is corrected.
Blakewood governing documents require owners to maintain certain items related to their condominium. Refer to ByLaws, Master Deed, and Rules and Regulations concerning who is responsible. Owners must take care of their property front and back. Each year in April or May there will be an inspection of all 152 condos by the 5 Board members and a maintenance notice (Annual Inspection Report) will be delivered to all 152 Blakewood owners on or before June 1. Owners will have until August 15, to complete all maintenance item(s) marked on the Annual Inspection Report for their respective condo. Any uncompleted maintenance item(s) will be hired for completion by a contractor selected by the HOA, and the cost for said maintenance item(s) will be charged to the owner’s account.
You must obtain this information from the person you purchase or rent your condo from.
The owner of the condo must go to the Main Post Office located at 1237 E. Weisgarber Road, Knoxville, TN 37950. (865) 275-8777. Hours are 8:00 – 5:00 M-F. Closed on Saturday and Sunday. You must have proof of ownership (warranty deed or quit claim deed for your property); a piece of mail from a utility provider addressed to you; and, of course, a photo ID.
The postal worker will fill out a form for replacement of the lock on your box which takes up to three weeks. Of course, it is a slow process. When the lock is replaced, you will be contacted to go back to the Main Post Office on Weisgarber to pick up the keys. You will be required to show a photo ID before the keys will be given to you.

For purposes of this article, “habitually” shall mean continuously for a period of ten minutes, or intermittently for one-half hour or more.
- Disturbs the peace by destroying, desecrating or soiling public or private property, chasing of persons, livestock, cars or other vehicles, running at large or other behavior that interferes with the reasonable use and enjoyment of such property shall be deemed to be committing an act in violation of this article.
